City Manager’s Foreword
This has been a year of considerable
achievement despite the need for
careful budget management. These
are challenging times for all local
government bodies, but your Council
has performed extremely well and
continued to move forward.
A year ago the future of our much
valued Parks Community Centre
was seriously in doubt. That’s now
been resolved with a very positive
response from the State Government
which listened to our community and
responded with a commitment for a
$29 million rebuilding program.
Together with a nearly $5 million
contribution from the City of Port
Adelaide Enfield we will see a new
range of community sport and cultural
facilities built at the centre.
Again working closely with the State
Government, a new vision for the rebirth
of the Port Centre has been determined
and will go ahead in a $7.2 million
redevelopment program, which will be
half funded by Council.
This will be a community-based
program focussed on creating more
family friendly attractions around the
Inner Port, including Hart’s Mill and
Cruickshank’s Corner.
More rebuilding has taken place
at Klemzig Recreation Reserve
with construction of the Klemzig
Community Hall to replace the former
band hall, and a complete $1 million
rebuild of the oval and other facilities.
Similarly, a magnificent new clubroom
has been built for the Rosewater
Football Club, further emphasising
the importance Council places on
recreation facilities in the city.
It’s been a year of some very important
positive outcomes and I congratulate
the Council’s administration and
elected members on their diligence
and hard work.
As in past years, the stories presented in
Port Adelaide Enfield Council’s Annual
Review demonstrate some of the ways
your Council sets out to meet the
many complex challenges facing local
government today.
Not only do we provide services to
our 116,467 residents and more than
7000 businesses, we inevitably become
the face of Port Adelaide Enfield,
representing our city to the rest of the
world – which is why we pay great
attention to staff training and skills
development to ensure a culture of
continuous improvement in what we do.
This Council is fortunate in having
a team of dedicated and capable
people who serve our community in
an enormous variety of ways - from
maintaining the built heritage of our city
and increasing environmental awareness
to keeping elderly residents on the move
or finding innovative ways to help our
younger citizens.
For all these activities to be properly
planned, the right priorities set and
maximum operational efficiencies
achieved, there has to be a clear sense
of focus and direction. This also has
to be combined with a clear sense of
accountability to our community, that
we act at all times in a responsible
manner – and that we provide value
for money.
Although this year we have seen a
modest increase in rates, overall Port
Adelaide Enfield’s rates remain among
the lowest in the metropolitan area. At
the same time the amount we return to
the community on a per capita basis,
through services and capital works, is
among the highest.
