Six options for Council
rate payments
Council rate payments are now due to be made in
full or in four quarterly instalments in September,
December, March and June each year.
There are six options by which Council rates
can be paid:
• By internet through Council’s website
www.portenf.sa.gov.au;
• By telephone, via your participating bank;
• B-PAY;
• Australia Post 13 18 16 (by phone or at your
local Aust Post outlet);
• By mail; or
• In person at Council service centres.
Full payment options are detailed on your rates
notice and accounts will be sent at least 30 days
before each instalment falls due.
Ratepayers who are in arrears are encouraged
to communicate with the Council to arrange a
flexible approach to debt recovery, and often
payment arrangements can be negotiated.
Any rate instalment that is not paid on or before
the due date is regarded as being in arrears and
a fine of 2% of the amount of the instalment
is payable. A further penalty at the prescribed
interest rate is added to any unpaid rates each
month they continue to be unpaid.
To assist in alerting residents to any unpaid rates,
Council issues a Notice of Overdue Rates after the
instalment is due and remains unpaid.
If you have any concerns regarding rates
payments please do not hesitate contacting
Council’s finance department to have your
questions answered.
If Council does not receive a response to the
quarterly rate notices, notice of overdue rates and
other communications, the matter will be placed
in the hands of Council’s debt collection agency
which may lead to court action to recover the
debt, which will lead to additional costs.
Any ratepayer who is experiencing difficulty in
meeting the due dates of payment must contact
Council on 8405 6600 to discuss a possible
alternative payment arrangement. All such
arrangements are strictly confidential.
The City of Port Adelaide Enfield prides itself on
treating each ratepayer equally and will always try
to work with ratepayers to resolve rates arrears
within Council guidelines and procedures.
Due to the closure of the Parks Library, there will
not be a Council Officer in operation to accept
payment for rates after 15 February 2013.

Planning the best way
to manage stormwater
Port Adelaide Enfield Council has a strong track
record in the management and use of stormwater
resources and led the way with the earliest aquifer
storage projects in Adelaide.
Council is now identifying further opportunities to
increase the harvesting and re-use of this valuable
resource and has prepared a forward-looking and
innovative Draft Stormwater Management Plan for
the large stormwater catchment known as the
North Arm East Catchment (see map below).
The Draft Plan is based on detailed research of the
hydrology and development in the catchment, and
identifies a range of options, concepts, and opportunities
that could improve flood management, increase stormwater
harvesting and re-use, and enhance biodiversity and
amenity within the constraints of the catchment.
It’s an important project because stormwater can also
present a real risk to the community during a high rainfall
flooding event, and achieving the right balance of flood
protection for the community while also improving water
conservation requires careful planning across
the catchment.
The Draft Plan is available for viewing online at Council’s
website www.portenf.sa.gov.au and can also be viewed in
hardcopy at Council’s public libraries and the Civic Centre.
Council welcomes feedback and comments from residents
and businesses about the options outlined in the Draft
Plan. These can be made until Friday 22 March 2013
via Council’s interactive website www.portenf.sa.gov.au

The Draft Plan has been prepared in collaboration with the
SA Stormwater Management Authority and the Adelaide
and Mt Lofty Ranges Natural Resources Management
Board. Council is aiming to prepare similar plans for other
key catchments in the future.
