There are a number of important documents that make up
the structure of the City of Port Adelaide Enfield’s Strategic
Planning Framework. Principal in these is the City Plan, which
sets the direction for Council over a specified period, in this
case for six years. The City Plan is supported by more detailed
plans that specify the resourcing and delivery of the Vision,
Goals and Objectives. The key plans are listed below.
Council is also required, pursuant to Section 122(1)(d) of the
Local Government Act 1999, to state the measures (financial
and non-financial) that are to be used to monitor and assess
the performance of the Council over the relevant period.
The Port Adelaide Enfield City Plan 2010-2016 meets
Council’s requirements under Section 122 of the South
Australian Local Government Act 1999.
Structure of the City Plan 2010-2016
This document sets out the Vision to 2030 and the overall
direction for Council until 2016, through identifying five Goal
areas as the priorities for Council. The City Plan contains the
following components:
• Context
Context is provided for each of the Goal areas, to raise
awareness of the current situation, and identify the challenges
and opportunities that may be encountered as Council and
the community work from the current reality towards the Goal.
• Goals
The Goal makes a clear statement about the focus of attention
in relation to the issues raised in the Context.
• Objectives
Each Goal is followed by a number of measurable Objectives,
which elaborate on the key aspects within the Goal, where
Council may seek opportunities to collaborate with other
stakeholders including State Government, key interest groups
and the community.
• Indicators and Targets
Each Objective is measured by an Indicator or a Target,
or a combination of these. The Targets provide Council
with a stated direction or outcome, and demonstrate
progress toward achieving the Objective. The Indicators
are another way of showing progress towards the
achievement of the Objective.
