There is also a new wheelchair accessible ramp

that replaces the muddy hill used by teachers,

students and parents to access the reserve.

This project was designed and constructed by

PAE in consultation with the local community

to ensure that it meets local needs. Funding

was received from the State Government to

complete this project.

FOOTPATH GRINDING

Preventing trip hazards on local footpaths

A footpath grinding trial was recently

conducted at Northfield. Grinding is a way to

remove trip hazards from concrete footpaths

at a far lower cost than re-laying an otherwise

good section of path. It also greatly extends the

life of footpath segments which have shifted

over time due to ground movement or tree

roots.

We have over 1,200km of footpaths in PAE

which is equivalent to the distance from

Adelaide to Sydney.

Every four years we obtain detailed video

imaging and condition assessment of every

centimetre. Last year, following a full audit of

footpaths and hazards across PAE, the trial

was started, and if successful wil be extended

throughout the region.

STATEWIDE PLANNING REFORM

New planning system on the way

Planning and development rules provide the

foundations for where we live and work, what

we live in, what we can build if we are land

owners or developers, and what opportunities

we get to have a say on what our neighbours

want to do with their land.

The State Government will soon be consulting

on reforms to the new Planning, Development

and Infrastructure Act 2016 (PDI) which will

replace the existing Development Act 1993.

It will re-write the zoning provisions of South

Australia’s 68 Council based Development

Plans into one statewide ‘rule book’ for all.

Every property will have its planning provisions

and zoning modified to some degree by the

revocation of Council’s Development Plan and

its replacement with the State-wide Planning

and Design Code.

The State Government’s consultation on the

Code, as it will apply to our Council area will

commence in October 2019, with it intended

to come into operation in July 2020.

We’ve recently been awarded funding

by the National Motor Vehicle Theft

Reduction Council to help spread the

word about vehicle theft and how to

prevent it. One of the simplest steps

you can take to protect your car is to

store your keys out of view and away

from external doors and windows.

Awards, that recognise and celebrate the

achievements, service and commitment

of PAE residents and organisations who

have made an outstanding contribution

to the community.

Tuesday 12 November 2019 marks the

100-year anniversary of the famous flight

from England to Australia in aVickers Vimy

bomber, by Semaphore born Ross Smith.

He was one of our most highly decorated

war veterans fromWW1, serving in

Gallipoli and Romani (in the Sinai), and

took part in attacks, aerial photography

missions, and bombing raids, and on one

occasion even landed in the face of the

enemy to rescue a downed comrade.

During his extensive war service, Smith

was awarded the Air Force Cross, twice

awarded the Military Cross, and received

the Distinguished Flying Cross three times.

While still with the flying corps, he made

pioneering flights between Cairo, Calcutta,

and Timor in his twin-engine Handley

bomber.

On 12 November 1919, assisted by his

brother Keith and two mechanics,Wally

Shiers and Jim Bennett, he set out from

England to Australia in a largeVickers

Vimy bomber. It was an epic 28-day flight,

completed at an average speed of 137kms

per hour, but not without mishap.

On their arrival, the pioneering flyers were

welcomed home as national heroes; their

£10,000 prize money was shared equally

and the two brothers were knighted.

In 1922, while preparing for a record-

breaking around the world flight, Ross

Smith, who was not yet 30 and Bennett

were killed in a crash.

Their famous Vimy aircraft is on display

at Adelaide Airport, and PAE Council is

considering erecting a suitable memorial in

PAE to honour his bravery.
