Kilburn & Blair Athol Scoping Study
Summary
The City of Port Adelaide Enfield in partnership with the City of Prospect
commissioned a Scoping Study to identify issues relating to the existing urban
development in the Kilburn /Blair Athol area, opportunities for new urban
development, and rejuvenation and the barriers to change. The study area is
defined by Grand Junction Road in the north, Main North Road on the east,
Regency Road in the south, and the railway line to the west. Most of the study
area is within the City of Port Adelaide Enfield with the northern end of the City
of Prospect in the south part of the study area (GHD, 2011).
Issues and opportunities identified through discussions with the key
stakeholders and at an ‘Issues and Opportunities’ workshop held at the Kilburn
Community Centre in September 2011 are summarised in the below list :-
Issues:
Noise and air emissions from the major heavy truck
corridor along Grand
Junction and Churchill Road.
Issues with poor quality older public housing, with some private holdings
mixed within the Housing SA properties; need for urban rejuvenation
(within the north east of the study area).
Interface with industry; noise & poor air quality and surrounding park lands
and residential development (within the north west of the study area).
Issues with some private holdings mixed within the Housing SA properties.
Interface between low income residential community and noise from heavy
railway line and industry to the north.
Opportunities:
Jobs for sustainable community in the North West of study area.
New retail shopping centre proposed in the west of study area.
Revitalisation of Prospect Road (North) streetscaping.
Potential for urban residential development in the South of the study area.
Urban in-fill redevelopment opportunities linking to prospect South of
Regency Road.
