The Plan’s main function is to:
1. Enable sound management processes and decisions regarding areas
owned by, or under the care and control of Council.
2. Provide direction for the equitable and effective acquisition, development,
ongoing use and disposal of open space.
3. Provide a clear understanding of the community’s needs in relation to
open space.
4. Identify key issues and solutions to the development of stormwater
retention and detention facilities within public open space.
5. Establish priorities for the use and future development of open space
within the City.
The Plan addresses the competing functions of open space by creating a
framework to guide the implementation of stormwater management schemes in
public open space, in both new land divisions and urban regeneration projects.
The spatial needs of biodiversity planning are more complex to address,
however biodiversity requirements are identified and incorporated as a primary
element in the Plan. One of the key open space priorities is "

Recreation Assets - Needs Analysis Strategy and Action Plan 2009-2019
The Strategy includes analysis of the Council's sporting and recreation assets to
provide Council a more accurate understanding of the community’s current and
future recreational needs.
The Council is experiencing a period of rapid urban regeneration, development
and changing demographics, and it is important that Council sets correct
investment priorities for recreational facilities that will meet the needs of the
existing and future community.
The study focuses on recreation facilities that in most instances are buildings of
some form i.e. clubrooms, change rooms, community halls, libraries, and
community centres. The study points out key investment opportunities for these
assets in the short, medium and long-term future.
