Elector Representation

Review

The Port Adelaide Enfield Council has commenced an

Elector Representation Review.

The review is a requirement of the Local Government Act

1999 which sets out the process the Council must follow.

The Council must undertake a review at least once every

eight years. The last review was in undertaken 2008-2009.

In consultation with its community, the Council must

comprehensively review all aspects of its composition

i.e. how the Mayor and Councillors are to be elected, the

number of Councillors and if the area Wards are to

remain unchanged.

The process of the review contains a number of steps and

includes two opportunities for the public to contribute.

The first step is the preparation of a Representation

Options Paper by a person who in the opinion of the

council, is qualified to address the representation and

governance issues that may arise.

The content of the Representation Options Paper will

include discussion on the advantages and disadvantages of

the various options and will include examples of possible

ward boundaries and numbers of Councillors.

The Representation Options Paper is then made available

to the public for a period of six weeks consultation.

At the conclusion of the 6-week consultation the Council

will prepare a report that provides information on the

public consultation and the council’s response to the

issues arising from the submissions made; and sets out any

proposal that the council considers should be carried into

effect. The report will then be made available for 3 weeks

public consultation in August/September 2016.

Notices published in all Messenger Newspapers in

the area will inform the public of the preparation and

availability of the report and invite interested persons to

make written submissions.

Any person who makes a written submission will be

invited to appear personally or by representation before

the Council.

At the conclusion of this process Council will provide its

determination on the composition and structure of the

Council for the next 8 years to the Electoral Commission

for approval.

It is estimated the review will be completed by April 2017.

Between August – October 2015 Council engaged the community seeking feedback on

the City Plan and help council forge a path towards a great future for the City of

Port Adelaide Enfield.

Council received overwhelming feedback from the community via submissions and face

to face discussions. A great number of comments asked council to focus on these areas:

• Active and vibrant communities

• Continued revitalisation of key districts

• Improved community engagement

• Better infrastructure

• Parking

You have told us what you think and we listened. Council has developed the City Plan

2030 to define a path towards a great city for the Port Adelaide Enfield community. This

path is further defined in its annual business plan and funded through its budget and

long term financial planning process.

These draft plans and budget outline the community’s aspirations and Council’s

response. They influence how council administration will deliver what matters to

the community.
